Record high for global carbon emissions
ScienceDaily (Dec. 2, 2012) ? Global carbon dioxide (CO2) emissions are set to rise again in 2012, reaching a record high of 35.6 billion tonnes -- according to new figures from the Global Carbon Project, co-led by researchers from the Tyndall Centre for Climate Change Research at the University of East Anglia (UEA).
The 2.6 per cent rise projected for 2012 means global emissions from burning fossil fuel are 58 per cent above 1990 levels, the baseline year for the Kyoto Protocol.
This latest analysis by the Global Carbon Project is published December 2 in the journal Nature Climate Change with full data released simultaneously by the journal Earth System Science Data Discussions.
It shows the biggest contributors to global emissions in 2011 were China (28 per cent), the United States (16 per cent), the European Union (11 per cent), and India (7 per cent).
Emissions in China and India grew by 9.9 and 7.5 per cent in 2011, while those of the United States and the European Union decreased by 1.8 and 2.8 per cent.
Emissions per person in China of 6.6 tonnes of CO2 were nearly as high as those of the European Union (7.3), but still below the 17.2 tonnes of carbon used in the United States. Emissions in India were lower at 1.8 tonnes of carbon per person.
Prof Corinne Le Qu?r?, director of the Tyndall Centre for Climate Change Research and professor at UEA, led the publication of the data. She said: "These latest figures come amidst climate talks in Doha. But with emissions continuing to grow, it's as if no-one is listening to the entire scientific community."
The 2012 rise further opens the gap between real-world emissions and those required to keep global warming below the international target of two degrees.
"I am worried that the risks of dangerous climate change are too high on our current emissions trajectory. We need a radical plan," added Prof Corinne Le Qu?r?.
The analysis published in Nature Climate Change shows significant emission reductions are needed by 2020 to keep two degrees as a feasible goal.
It shows previous energy transitions in Belgium, Denmark, France, Sweden, and the UK have led to emission reductions as high as 5 per cent each year over decade-long periods, even without climate policy.
Lead author Dr Glen Peters, of the Centre for International Climate and Environmental Research in Norway, said: "Scaling up similar energy transitions across more countries can kick-start global mitigation with low costs. To deepen and sustain these energy transitions in a broad range of countries requires aggressive policy drivers."
Co-author Dr Charlie Wilson, of the Tyndall Centre at UEA, added: "Public policies and institutions have a central role to play in supporting the widespread deployment of low carbon and efficient energy-using technologies, and in supporting innovation efforts."
Emissions from deforestation and other land-use change added 10 per cent to the emissions from burning fossil fuels. The CO2 concentration in the atmosphere reached 391 parts per million (ppm) at the end of 2011.
These results lends further urgency to recent reports that current emissions pathways are already dangerously high and could lead to serious impacts and high costs on society. These other analyses come from the International Energy Agency, the United Nations Environment Programme, the World Bank, the European Environment Agency, and PricewaterhouseCoopers.

Jigsaw a critical piece of the Notch puzzle

The Notch signaling pathway helps determine cell fate determination, differentiation and proliferative ability of numerous cells. How it accomplishes these tasks has been a puzzle, but researchers led by those at Baylor College of Medicine and the Jan and Dan Duncan Neurological Research Institute at Texas Children's Hospital have identified a key piece ?a specific domain (or part of the receptor) within the Notch receptor that is critical for determining the specific ligand to which the receptor binds. The finding provides researchers with a molecular handle on which to base future studies of this critical protein. A report on their work appears online in the journal Science.
Misregulation of Notch signaling is seen in various types of cancers and numerous human diseases. The Notch receptor can be activated by binding to two families of ligands, Serrate and Delta. Since different ligands can have different consequences on signal activation depending on the context, understanding how Notch discriminates Serrate and Delta is crucial. Most of the Notch receptor is composed of what scientists call EGF repeats (epidermal growth factor-like repeats). Previous studies have suggested that the key lies within these repeats.
"We don't know the function of most of these EGF repeats on Notch," said Dr. Shinya Yamamoto, a former graduate student from the Program in Developmental Biology and currently a postdoctoral fellow in the laboratory of Dr. Hugo Bellen, director of the Program in Developmental Biology and professor of molecular and human genetics and neuroscience at BCM. "There are 36 of them. Some are needed to bind to both of the ligand families, while others are required to bind to only one kind." Indeed, mutations in these repeats have been found in patients with Cerebral Autosomal Dominant Arteriopathy with Subcortical Infarcts and Leukoencephalopathy (CADASIL), a hereditary stroke disorder; Alagille syndrome, a genetic disorder that affects the liver, heart, skeleton, eye and other organs; aortic valve disease, and squamous cell carcinoma.
In studies in fruit flies (Drosophila melanogaster), Yamamoto and his colleagues screened for mutated alleles (alternative forms of a gene) of Notch and focused on a mutation that they named Jigsaw. Flies with this mutation have normal bristles on the thorax but defects in the wing. They showed that the Notch gene exhibits defects in its ability to bind to Serrate but not Delta. They also showed that a similar mutation in mouse Notch2 fails to signal in response to Jagged, the mammalian homolog of Serrate.
"Structural biologists will now have a molecular handle with which to begin investigating the molecular basis of ligand selectivity at the atomic level," said Yamamoto. "Others may consider EGF repeat 8 as a potential drug target for small molecules and monoclonal antibodies."

FAA proposes policy to improve flight attendant workplace safety
WASHINGTON ? The U.S. Department of Transportation's Federal Aviation Administration, working with the U.S. Department of Labor's Occupational Safety and Health Administration, today proposed a new policy for addressing flight attendant workplace safety.
While the FAA's aviation safety regulations take precedence, the agency is proposing that OSHA be able to enforce certain occupational safety and health standards currently not covered by FAA oversight.
"Safety is our highest priority and that certainly extends to those who work in the transportation industry," said Transportation Secretary Ray LaHood. "Under this proposal, flight attendants would, for the first time, be able to report workplace injury and illness complaints to OSHA for response and investigation."
"The policy announced today with the FAA will not only enhance the health and safety of flight attendants by connecting them directly with OSHA but will, by extension, improve the flying experience of millions of airline passengers," said Secretary of Labor Hilda L. Solis.
Flight attendant workplace issues could include things such as exposure to noise and bloodborne pathogens, and access to information on hazardous chemicals. The FAA and OSHA will continue to work to identify any additional conditions where OSHA requirements could apply. They will also develop procedures to ensure that OSHA does not apply any requirements that could affect aviation safety.
"Flight attendants contribute to the safe operation of every flight each day," said acting FAA Administrator Michael Huerta. "This proposed policy is an important step toward establishing procedures for resolving flight attendant workplace health and safety concerns."
"We look forward to working with the FAA and the airlines to assure the protection of flight attendants," said Dr. David Michaels, assistant secretary of labor for occupational safety and health.
Through the FAA Modernization and Reform Act of 2012, Congress required the FAA to develop a policy statement to outline the circumstances in which OSHA requirements could apply to crewmembers while they are working on aircraft.
The policy notice was sent to the Federal Register today and is currently available at http://www.faa.gov/about/initiatives/ashp/. The 30-day comment period begins when the policy notice is published in the Federal Register.

Underwood to play Maria von Trapp in NBC's 'Sound'
NASHVILLE, Tenn. (AP) ? Carrie Underwood will star in NBC's live broadcast of "The Sound of Music" late next year.
A news release says the former "American Idol" champion and Grammy-winning country star will play Maria von Trapp in a live performance based on the musical. It will air around the holidays in 2013.
The role is Underwood's most significant work as an actress yet. She played a small part in the 2011 film "Soul Surfer" and has served as co-host of the Country Music Association Awards for five years.
In von Trapp, she's tackling a beloved character whose popularity has endured for decades. The Rodgers & Hammerstein musical debuted on Broadway in 1959 and the 1965 film starring Julie Andrews won the best picture Academy Award.
